Permit Overview

The following shows the hazardous material classification under the Act on the Safety Control of Hazardous Substances and the scope of permits held by SPCI.

Hazardous material classes and the scope of SPCI permits
Classification Material Properties Permit Status SPCI-Authorized Materials
Class 3 Spontaneously combustible and water-reactive substances Authorized To be published
Class 4 Flammable liquids Authorized To be published
Class 5 Self-reactive substances Authorized To be published

Class 3 covers spontaneously combustible and water-reactive substances, Class 4 covers flammable liquids, and Class 5 covers self-reactive substances. Processes involving organometallic compounds and organic solvents require facilities authorized for both Class 3 and Class 4 hazardous substances. SPCI operates facilities authorized to handle applicable materials in Classes 3, 4, and 5.

Process Safety Management

Plant 2 is subject to Process Safety Management (PSM) requirements.

Plant 2 is designated as a facility subject to PSM requirements and
undergoes periodic reviews and compliance assessments. This system serves
as the operational framework for processes involving hazardous materials.

  • Plant 2: Subject to PSM requirements since 2021
  • Operation of facilities authorized to handle Class 3, 4, and 5 hazardous materials
  • Plant 3: Construction began in July 2026, with commercial production scheduled to commence in October 2027
  • For details, see the Safety Systems and Safety Management sections for each facility.
